The Fundamental Problem
Necromancers need +skills, Faster Cast Rate, and survivability. Grim's Burning Dead provides +3 skills but zero FCR, and being two-handed prevents using a shield. A White runeword in a +3 skills wand provides +6 to specific Bone or Poison skills plus FCR, while allowing a spirit shield for +2 skills, 35% FCR, and massive defense bonuses. There's simply no contest.
Mercenary Alternative
The weapon works better on Act 2 mercenaries than Necromancers. The -50% Target Defense helps hit chance, Fire Resist +45% provides survivability, and the fire damage adds to their physical attacks. However, mercenaries strongly prefer Insight for the Meditation aura or Obedience for pure damage.
Use this only if you have absolutely nothing better for a mercenary around level 45-60. Otherwise, skip it entirely and work toward proper mercenary weapons or let Necromancers use their actual weapon type.
